Introduction
The Sahar Discourse and Think Tank Center was established on 9/10/1402 (Afghan calendar) and is headquartered in Kabul, Afghanistan. The Sahar Discourse and Think Tank Center is an intellectual and analytical institution focused on indigenous knowledge production, scientific discourse development, and applied policy research. It plays a significant role in managing political peace and strengthening social peace in Afghanistan.
With characteristics such as intellectual independence, knowledge localization, interdisciplinary approach, and science-based policy orientation, Sahar has substantial capacity to create sustainable impact on political peace processes, social peace, and national convergence.
By utilizing scientific research, strategic thinking, and constructive discourse building, Sahar provides practical and knowledge-based solutions to political, social, economic, and cultural challenges in the country.

As an intellectual and analytical institution with an interdisciplinary and community-centered approach, the Sahar Discourse Center aims to manage political peace, strengthen social peace, promote national convergence, produce strategic knowledge, and manage national discourses in Afghanistan.

Theoretical Foundations and Conceptual Framework
Sahar is based on the theoretical assumption that sustainable peace cannot be achieved without the formation of an inclusive national discourse. In this framework, discourse is not merely conversation but a structural process for producing meaning, regulating power relations, and shaping collective identity.
Inspired by discourse theory, political studies, and conflict management, Sahar defines peace in two dimensions:

Amid Afghanistan’s political, social, and economic challenges, Sahar serves as an intellectual mediator.
